SECURE Waste Infrastructure Corp. (SECURE) currently operates a Class II landfill (“Willesden Green Landfill”) located at SE-24 and NE-13-43-7 W5M under the Environmental Protection and Enhancement Act (EPEA) Approval No. 247721-01-00. SECURE is proposing to expand this landfill.
Project Location
The landfill is located approximately 39 km north of Rocky Mountain House, Alberta, on Hwy. 22 on an public lands leased by SECURE [SECURE Willesden Green Landfill]. The expansion area is next to the existing landfill footprint, immediately north and northwest. The proposed expansion will occur partially within the existing lease with additional lease lands proposed for the remainder.
Project Description
SECURE is applying to Alberta Environment and Protected Areas (EPA), to expand the Class II, with construction starting in 2025. The expansion is broken out into two areas or phases (as shown in the map figure) and are as follows:
Phase 1: Waste footprint expansion of 116,062 m2
Phase 2: Waste footprint expansion of 391,114 m2
Total expansion area: 507,176 m2
This expansion is to accommodate waste acceptance over the next 30-40 years.
What is a Class II landfill?
A Class II landfill accepts non-hazardous industrial and oilfield waste for the purpose of disposal. Approval from Alberta Environment and Protected Areas (EPA) is required to construct, operate, and reclaim a landfill that accepts more than 10,000 tonnes of non-hazardous waste per year. Waste types received at the Willesden Green Class II Landfill include but is not limited to:
- Construction & Demolition material and debris;
- Contaminated Soil;
- Drilling Waste; and
- Miscellaneous Industrial Waste
Why is SECURE expanding?
SECURE currently disposes of upwards of 500,000 tonnes or more of non-hazardous waste per year at the Willesden Green Landfill. That’s equivalent to the weight of 2,632 blue whales (the largest mammal on earth)!
Existing and continued oil and gas exploration and production in the region of Alberta that is serviced by the Willesden Green Landfill suggests ongoing waste generation, requiring environmentally responsible oilfield and industrial waste management solutions. The existing landfill is approaching design capacity and requires more area to continue to service the industries.
What assessments have been completed for the expansion?
The following has been completed to date or are being finalized for the expansion:
- Environmental site investigations related to wetlands, soils and vegetation;
- Geotechnical and hydrogeological (groundwater) investigations;
- Engineering designs and plans; and
- Updates to monitoring plans for surface water, groundwater, and landfill leachate.
All the above assessments and updates must be approved by EPA, including the application to expand, prior to construction.
